The Electricity at Work regulations (1989) is a statutory instrument arising from the Health and Safety at work act (1974) effective 1st April 1990, and imposes a duty on employers to ensure the safety of their workforce.

A portable appliance is simply an item of equipment which is connected to the power supply by means of a plug and socket.
